{"id":8993,"date":"2011-12-12T01:00:45","date_gmt":"2011-12-12T06:00:45","guid":{"rendered":"http:\/\/cna.ca\/?post_type=news&#038;p=8993"},"modified":"2020-03-10T13:55:35","modified_gmt":"2020-03-10T17:55:35","slug":"reponse-a-nrcan-anticipates-500-billion-in-new-investments-in-natural-resources-projects-over-next-10-years","status":"publish","type":"post","link":"https:\/\/cna.ca\/fr\/2011\/12\/12\/reponse-a-nrcan-anticipates-500-billion-in-new-investments-in-natural-resources-projects-over-next-10-years\/","title":{"rendered":"R\u00e9ponse \u00e0 \u00ab NRCan Anticipates $500-Billion in New Investments in Natural Resources Projects over Next 10 Years&nbsp;\u00bb"},"content":{"rendered":"<p><strong><a href=\"http:\/\/www.hilltimes.com\/policy-briefing\/2011\/12\/05\/nrcan-anticipates-$500-billion-in-new-investments-in-natural-resources\/29024\">Texte<\/a>\u00a0de Chris Plecash, The Hill Times<\/strong><br \/>\n<strong>5 d\u00e9cembre 2011<\/strong><\/p>\n<p>December 12, 2011<\/p>\n<p>Editor<br \/>\nThe Hill Times<br \/>\n69 Sparks Street<br \/>\nOttawa, Ontario<br \/>\nK1P 5A5<\/p>\n<p>Dear Editor,<\/p>\n<p>The Canadian Nuclear Association was among the industry associations that appeared before the House of Commons Environment Committee recently to advocate for changes to the Canadian Environmental Assessment Act (CEAA) (\u201cNRCan anticipates $500 billion in new investments in natural resources projects,\u201d December 5).<\/p>\n<p>In fact, we made a number of suggestions that the nuclear industry believes would make environmental assessments:<\/p>\n<ul>\n<li>More efficient \u2013 by conducting EAs according to the principle of \u201cone project, one assessment, by the best-placed regulator\u201d;<\/li>\n<li>More effective \u2013 by strengthening the precedent value of EAs;<\/li>\n<li>Proportionate to the environmental risk \u2013 avoiding reassessment of risks that have already been addressed;<\/li>\n<li>More aligned with permitting and authorization decisions; and<\/li>\n<li>More timely.<\/li>\n<\/ul>\n<p>As vital as improving the regulatory framework may be, an anticipated $500 billion in natural resource projects will require much more than this from Canadian governments.<\/p>\n<p>Your article rightly quoted the petroleum industry on the need for pipeline expansion.\u00a0 But realizing all of these energy and natural resource developments will depend on a range of goods and services that will not be adequately supplied by business alone, and are fertile ground for public-private collaboration:<\/p>\n<ul>\n<li>Education and human resource development:\u00a0 public schooling and an academic sector that build the skills employers need.<\/li>\n<li>Science and technology infrastructure:\u00a0 laboratory facilities, equipment, instrumentation and expertise that can be invested in, and accessed, by business, government and universities.<\/li>\n<li>Transport infrastructure:\u00a0 the capacity to move supplies, energy, people and products efficiently within Canada and across our borders.<\/li>\n<\/ul>\n<p>Senators Angus and Mitchell made related points in the same issue (\u201cEnergy, Environment: We Need a National Discussion\u201d).
